阳光、大海和沙滩为伴的马林百列

马林百列(Marine Parade)是本地第一个兴建在“海上”的市镇,2万多人安居在7000多户组屋单位。第一代居民向往高楼看海的日子:但见商船熙熙攘攘,风和日丽时可眺望廖内群岛。公共楼房竟然有海景,以阳光、大海和沙滩为伴,确实似梦寐以求的“度假”胜地。
第一代居民的喜乐与哀愁
马林百列初发展的时候,建屋发展局把这块福地规划为半郊区,三房式组屋售价1万多元,四房式2万元,五房式3万多元,如今看来仿佛捡到宝。1974年3月第一批组屋落成,由国会议员现场抽签配售。居民迁入新家,住上没几年窗户框架铁锈一片片剥落,原来普通钢铁经不起海风腐蚀,建屋局改用防锈材料后,终于把问题解决。
对于第一代居民来说,最不便利的就是缺少公共设施。那是因为新市镇分两期发展,第一期着重于兴建房屋,第二期才发展邻里商店、小贩中心、诊疗所、邮政局、百汇广场等设施。出行方面,居民必须走到东海岸路(East Coast Road)搭乘公交,过了一年多巴士才开进组屋区。上世纪80年代兴建地铁,30多年后汤东线来到马林百列和马林台(Marine Terrace)地铁站。马林台是第一批完工配售的组屋,如今见证地铁开通,可谓守得云开见月明。
填海大工程
马林百列是个狭长的填土地带,每座组屋都由深入岩石层的铁桩支撑。虽然苏门答腊发生强烈地震的时候,这里的高楼会轻微摇晃,但尚不足以影响结构安全。
新马合并当年,马林百列进行填土试点项目,面积约25个足球场。新加坡脱离马来西亚后启动正式填土建屋项目,传送带将勿洛(Bedok)和实乞纳(Siglap)地区的山土注入大海,不足的沙子则从国外采购。过了五年光景,勿洛至丹戎禺的海面上出现新陆地。
1972至1976年这几年间,但见填土地带高楼涌现。发展组屋期间,建屋发展局同时兴建海皇阁(Neptune Court)中等入息公寓(简称HUDC),让收入较高的公务员申请。那个年代,申请购买组屋者的月薪顶限为1500元,因此催生中等入息公寓,成为现代执行公寓(EC)的先行者。
从前的海岸线
从前马林百列海岸线地标包括中华游泳会、振裕园(Mandalay Villa)、甘榜安柏(马来乡村,现在的Amber Residences公寓)、海景酒店(现在的The Seaview公寓)、加东圣婴女校(CHIJ Katong Convent)、圣伯特理中学(St Patrick’s School)等,如今这条昔日海岸线距离海滩越来越远。
马林百列路与纳乐路(Nallur Road)交界的实乞纳地铁站旁,尚未拆除的古老围墙建在从前的沙滩上,围墙背后曾经是陈六使公子陈永义(Tan Eng Ghee)的豪宅。新马合并时期,印尼特工多次在新马两地进行破坏,这道海墙被部分炸毁后重新修复。
振裕园浪漫笙歌
马林百列路和安柏路(Amber Road)交界的交通圈,是消失的安柏路29号振裕园所在地。振裕园原为李俊源(亦写成李浚源)与陈德娘(李俊源夫人)的住家。陈德娘活动频繁:时常在家开派对、与陈秋娘(郑连德夫人)、李珠娘(本地第一位女医生)等创办华人妇女协会并担任会长、为华族助产妇提供奖学金、成立新加坡女子学校(Singapore Girls School)基金等。李俊源去世后,陈德娘继续以丈夫名义行善。
振裕园旁的甘榜安柏也是李家的产业,马来渔民为感谢李家提供免费土地让他们居住,曾在陈德娘的生日舞会表演助兴。建国总理李光耀在回忆录中提到:他曾参加过振裕园的聚会,刻意带着女朋友避开人群,在别墅后面的沙滩求婚成功。原来交通圈原址不但曾高朋满座,还承载着慈善和浪漫情怀。
海风37号
昔日振裕园近邻是一栋门柱写着“Seabreeze No 37”(海风37号)的百年老屋,这座海滨平房建于1898年,是蔡金吉(Choa Kim Keat)家族世代相传的度假别墅。上世纪70年代填海造地之前,大门距离海边仅5米之遥。
原主人蔡金吉在马六甲出生,大巴窑的金吉路以他的名字命名。他以推销锡矿起家,房产分布在马里士他、巴西班让、尼路和加东一带。日据时期,日本官员强占海风37号,战后归还给蔡氏家族。十多年前远东机构买下它,预计不久后这片半个足球场的土地将屹立起高级公寓,受保留的平房将纳入公寓设计中。
蔡金吉对胡姬花情有独钟,栽种的花卉频频获奖。英国皇室来新加坡访问,赠送给贵宾的花束来自他的花园。他于20世纪初去世后,留下1500多盆稀有花卉公开拍卖,其对园艺的热衷可见一斑。
麻雀虽小 名校云集
从前这一带以英校为主,圣伯特理中学和设在海边别墅内的加东圣婴女校乃其中两所历史悠久的学校。新镇带动人口移动,分别由福建人和潮州人创办的道南学校和义安女校,从市区一带搬迁到马林百列,加东圣婴女校中学部和新创建的维多利亚初级学院也在填土地带落户。
维多利亚初级学院的构想由维多利亚中学校友组成的咨询理事会提出,落成时已是本地第10所初院。后来维多利亚中学也搬迁至此,让学生原地升学。初院的概念源于新马合并期间,时任总理李光耀宣布建造一所特别中学,让本地的顶尖高材生接受最好的教育。社会人士认为政府提倡精英主义,塑造超级学生,因此产生许多负面情绪。新加坡脱离马来西亚后,时任教育部长王邦文解释,建立初院是为了优化教师和实验室设施的使用,并且招收所有语文源流学生,促进各民族融合。不经一番彻骨寒,怎得梅花扑鼻香,初院终于得到国人的认同。
少数族群文化
20世纪初,一些欧亚人来到加东一带定居,创建圣伯特理中学和圣家堂(Church of the Holy Family)。如今欧亚人协会的会所也在附近落户,会所内设立欧亚人文化馆,已故薛尔思总统的淡马锡勋章乃镇馆之宝之一,大家还可在会所内的餐馆享用传统欧亚人美食呢!
20多年前在原地重建的圣家堂,玫瑰花窗镶嵌着中世纪创作风格的彩绘玻璃,那是当代法国 Vitrail Saint-Georges工作坊的作品。从1980年代开始,圣家堂在农历新年除夕夜为峇峇娘惹族群主持独特的午夜弥撒,女教徒身穿沙笼卡巴雅,男教徒则峇迪上衣长裤,出席简单肃穆,全程以峇峇马来语进行的贺年仪式。
冠病疫情管制期间,城市书房从市区的桥北中心搬迁到圣家堂附近的如切路。书房创办人陈婉菁来自怡保,在新加坡国立大学念书,先后在出版社工作和书局任职。婉菁成立实体书店,坚持推广纸质书,决定物色新地点开发文化园地。祝福她的热忱能够开花结果。
甘榜风味的角落
马林百列路与实乞纳路交界处,有个马来风味浓厚的小区。现代化的实乞纳甘榜回教堂(Masjid Kampung Siglap)保留昔日的甘榜建筑风格,开办课程教导学生背诵《可兰经》的特别技巧,同时了解经文的故事和教义。
实乞纳甘榜回教堂的近邻,是一所爪哇风格的新加坡印度尼西亚学校(Sekolah Indonesia Singapura,SIS),成立背景可追溯至新马合并与分家的年代。当时,印尼怀疑英国在背后指使西马、东马和新加坡合并成为马来西亚,最终目的是并吞婆罗洲,因此产生武力对抗。对抗局面随着新加坡独立而告终,新加坡与印尼建立正式外交关系。
SIS最初在荷兰村一带开课,学生主要是印尼大使馆官员的子女。两年后双方签订发展与合作条约,新加坡提供实乞纳地段让学校扩建,让SIS成为幼稚园、小学、中学和大学预科直通车学校,开放给常驻新加坡的印尼公民。
极限运动的体育精神
如今有不少青少年,甚至乐龄人士通过极限运动与户外探险来挑战自我。虽然最初参加极限运动的人士以男性居多,但现在有越来越多女性踊跃参与。攀岩是当下较普遍的极限运动,一些学校和百货商场都有相关设施。高端的极限运动跟传统球类活动、骑脚车、跑步、划龙舟等相比,勇气、风险和难度要求都高得多。
马林百列发展时期所建造的东海岸水上游乐场(Big Splash)是本地极限运动的前身,规模在亚洲仅次于日本,约七层楼的滑水梯则全世界数一数二。这类活动再“极限”也毕竟有限。尤其是当越来越多年轻人接受军训等训练后,滑水梯已失去吸引力,原地由餐馆取代。如今再度转型为免费开放的儿童乐园(Coastal PlayGrove)。
至于全力打造的东海岸人工湖,面积相等于30个奥林匹克标准游泳池,因太过安全而不受欢迎,最终成为专供缆绳滑水(CableSki)的新加坡滑浪公园(Singapore Wake Park)。
缆绳滑水指的是在固定的高塔之间架起缆绳,电动马达牵动滑手在水中滑行和进行各种花式动作。
东海岸极限滑轮公园(Xtreme Skatepark)则是滑板爱好者的天堂。它是亚洲地区少数符合国际比赛标准的滑轮公园之一。平缓的斜坡、小型跳台和低矮台阶适合新手;3.6米深的垂直碗则让老手征服恐惧感,进一步挑战自己。
一些极限运动的项目已纳入奥运会和其他国际赛事。例如因冠病疫情而延迟一年举行的2020东京奥运会,众青少年选手参与滑板项目。不论得分或失手,选手均乐在其中,好像是场嘉年华,不像是争夺奖牌的比赛。极限运动形成一套互相勉励、尊重、不计较个人得失的特殊价值观。
长岛:为保护未来家园再次排山倒海
随着气候变化,估计到了本世纪末,海平面将上升一米,若同时遇上涨潮和风暴,海水可能覆盖沿海地区。未来几十年,东海岸水域将出现人造长岛(Long Island)来保护国人的家园。
初步构想的长岛,由三块填海土地组成横跨东海岸公园的“岛链”,即可缓解海平面上升所带来的威胁,也形成新的蓄水池,打造休闲设施、住宅和工业园区等。
一个甲子前,我们的先辈在东海岸展开填海工程,为后代创造居住空间和体验新生活的机会。长岛规划则延伸前人未雨绸缪的精神,为百年后的老百姓抵挡风浪,让他们在美好的新加坡继续生活,追求梦想。

Marine Parade: Living by The Sun, The Sea and The Sand
Marine Parade is distinctive as the first Singapore town built “on the sea”, housing over 20,000 residents in more than 7,000 HDB flats. The initial residents cherished their high-rise living with the panoramic sea views, including glimpses of the Riau Archipelago on clear days. With the sun, sea, and sand as their companions, it was like settling down in a dream “resort”.
Marine Parade was mapped out as a semi-suburban zone under the HDB plan. The first batch of flats, completed in 1974, was offered to applicants at prices that seem like a treasure trove today: three-room units were priced at about $10,000, four-room units at about $20,000 and five-room units at about $30,000.
The early residents faced significant inconveniences due to the lack of public facilities. Looking back, the town’s development was divided into two phases: the first focused on housing construction, while the second added facilities such as hawker centre, coffee shops, clinics, retail shops, post office, library and the iconic Parkway Parade.
Initially, residents had to walk to East Coast Road to take public buses. It took more than a year before they enjoyed bus rides near their doorsteps. Currently, the estate is served by two MRT stations, Marine Parade and Marine Terrace stations, along the new Thomson-East Coast Line, after more than 30 years since the first trains began operating. Marine Terrace was among the first HDB flats completed in the town.
Marine Parade is built on a narrow strip of reclaimed land, with each HDB block supported by steel piles driven deep into the rock layer. Although the buildings may sway slightly during strong earthquakes in Sumatra, they are deemed structurally safe.
During the merger of Singapore and Malaysia, a pilot land reclamation project was initiated along the East Coast, covering an area equivalent to 25 football fields. Following Singapore’s independence, the land reclamation project went into full swing. Soil from nearby Bedok and Siglap hills was transported into the sea via conveyor belts, supplemented by sand purchased from overseas. After five years, a visible piece of land emerged from the sea stretching from Bedok to Tanjong Rhu.
Between 1972 and 1976, high-rise buildings were constructed on the reclaimed land. The HDB also constructed Neptune Court HUDC to provide housing catered for civil servants with higher income. These HUDCs were the precursors to today’s Executive Condominiums (EC), as the monthly salary to apply for HDB flats was capped at $1,500 at that time.
The reclaimed East Coast Park has shifted the original coastline far and away from the seaside. It has become a hub for extreme sports over time. For instance, the Xtreme Skatepark is a skateboarder’s paradise. It is one of the few skateparks in Asia that meets international competition standards. It features gentle slopes and low steps that are perfect for beginners, while the 3.6-metre depth vertical bowl offers seasoned skaters the chance to conquer their fears and push their limits.
In the past, coastal landmarks including the Chinese Swimming Club, Kampung Amber (current Amber Residences), Sea View Hotel (currently The Seaview [Condominium]), CHIJ Katong Convent and St Patrick’s School dotted the shoreline. An old seawall stands adjacent to the Siglap MRT on Marine Parade Road. Behind this was once where the grand mansion of Tan Eng Ghee, son of Tan Lark Sye located.
With climate change, it is projected that sea levels will rise by a meter by the end of this century, potentially inundating coastal areas if weather conditions worsen. In the coming decades, a man-made Long Island will emerge from the waters of the East Coast to protect our home from seawater. This Long Island will feature a new reservoir, recreational facilities, housing, and industrial parks across the “new” East Coast Park. It also means that the coastline will be extended further.
60 years ago, our forefathers managed to build Marine Parade on the land reclaimed from the sea, thus creating living space and opportunities for their descendants. Long Island continues this legacy, planning for future challenges and ensuring a better Singapore for many generations.
